This is why the Tanakh says,

“Look! I am laying in Tziyon a stone,
a chosen and precious cornerstone;
and whoever rests his trust on it
will certainly not be humiliated.”[a]

Now to you who keep trusting, he is precious. But to those who are not trusting,

“The very stone that the builders rejected
has become the cornerstone”;[b]

also he is

a stone that will make people stumble,
a rock over which they will trip.[c]

They are stumbling at the Word, disobeying it — as had been planned.

For in Scripture it says:

“See, I lay a stone in Zion,
    a chosen and precious cornerstone,(A)
and the one who trusts in him
    will never be put to shame.”[a](B)

Now to you who believe, this stone is precious. But to those who do not believe,(C)

“The stone the builders rejected(D)
    has become the cornerstone,”[b](E)

and,

“A stone that causes people to stumble
    and a rock that makes them fall.”[c](F)

They stumble because they disobey the message—which is also what they were destined for.(G)
