Pray for All People

First of all, then, I urge that supplications, prayers, intercessions, and thanksgivings be made for all people, (A)for kings and all who are in high positions, that we may lead a peaceful and quiet life, godly and (B)dignified in every way. This is good, and (C)it is pleasing in the sight of (D)God our Savior, who desires (E)all people to be saved and (F)to come to (G)the knowledge of the truth. For (H)there is one God, and there is one mediator between God and men, the man[a] Christ Jesus, (I)who gave himself as a ransom for all, which is (J)the testimony given (K)at the proper time. (L)For this I was appointed a preacher and an apostle ((M)I am telling the truth, I am not lying), (N)a teacher of the Gentiles in faith and truth.

I desire then that (O)in every place the men should pray, (P)lifting (Q)holy hands without anger or quarreling; likewise also (R)that women should adorn themselves in respectable apparel, with modesty and self-control, not with braided hair and gold or pearls or costly attire, 10 (S)but with what is proper for women who profess godliness—with good works. 11 Let a woman learn quietly (T)with all submissiveness. 12 (U)I do not permit a woman to teach or to exercise authority over a man; rather, she is to remain quiet. 13 (V)For Adam was formed first, (W)then Eve; 14 and Adam was not deceived, but (X)the woman was deceived and became a transgressor. 15 Yet she will be saved through (Y)childbearing—if they continue in (Z)faith and love and holiness, with self-control.

Instructions on Worship

I urge, then, first of all, that petitions, prayers,(A) intercession and thanksgiving be made for all people— for kings and all those in authority,(B) that we may live peaceful and quiet lives in all godliness(C) and holiness. This is good, and pleases(D) God our Savior,(E) who wants(F) all people(G) to be saved(H) and to come to a knowledge of the truth.(I) For there is one God(J) and one mediator(K) between God and mankind, the man Christ Jesus,(L) who gave himself as a ransom(M) for all people. This has now been witnessed to(N) at the proper time.(O) And for this purpose I was appointed a herald and an apostle—I am telling the truth, I am not lying(P)—and a true and faithful teacher(Q) of the Gentiles.(R)

Therefore I want the men everywhere to pray, lifting up holy hands(S) without anger or disputing. I also want the women to dress modestly, with decency and propriety, adorning themselves, not with elaborate hairstyles or gold or pearls or expensive clothes,(T) 10 but with good deeds,(U) appropriate for women who profess to worship God.

11 A woman[a] should learn in quietness and full submission.(V) 12 I do not permit a woman to teach or to assume authority over a man;[b] she must be quiet.(W) 13 For Adam was formed first, then Eve.(X) 14 And Adam was not the one deceived; it was the woman who was deceived and became a sinner.(Y) 15 But women[c] will be saved through childbearing—if they continue in faith, love(Z) and holiness with propriety.

Adversaries Oppose the Rebuilding

Now when (A)the adversaries of Judah and Benjamin heard that the returned exiles were building a temple to the Lord, the God of Israel, they approached Zerubbabel and the heads of fathers' houses and said to them, “Let us build with you, for we worship your God as you do, and we have been sacrificing to him ever (B)since the days of (C)Esarhaddon king of Assyria (D)who brought us here.” But Zerubbabel, Jeshua, and the rest of the heads of fathers' houses in Israel said to them, (E)“You have nothing to do with us in building a house to our God; but we alone will build to the Lord, the God of Israel, (F)as King Cyrus the king of Persia has commanded us.”

Then (G)the people of the land discouraged the people of Judah and made them afraid to build and bribed counselors against them to frustrate their purpose, all the days of Cyrus king of Persia, even until the reign of Darius king of Persia.

And in the reign of (H)Ahasuerus, in the beginning of his reign, they wrote an accusation against the inhabitants of Judah and Jerusalem.

The Letter to King Artaxerxes

In the days of Artaxerxes, Bishlam and (I)Mithredath and Tabeel and the rest of their associates wrote to Artaxerxes king of Persia. The letter was written (J)in Aramaic and translated.[a] Rehum the commander and Shimshai the scribe wrote a letter against Jerusalem to Artaxerxes the king as follows: Rehum the commander, Shimshai the scribe, and the rest of their associates, the (K)judges, the (L)governors, the officials, the Persians, the men of Erech, the Babylonians, the men of Susa, that is, the (M)Elamites, 10 and the rest of the nations whom the great and noble (N)Osnappar deported and settled in the cities of Samaria and in the rest of the province Beyond the River. 11 (This is a copy of the letter that they sent.) “To Artaxerxes the king: Your servants, the men of the province Beyond the River, send greeting. And now 12 be it known to the king that the Jews who came up from you to us have gone to Jerusalem. They are rebuilding that rebellious and wicked city. They are (O)finishing the walls and repairing the foundations. 13 Now be it known to the king that if this city is rebuilt and the walls finished, they will not pay (P)tribute, custom, or toll, and the royal revenue will be impaired. 14 Now because we eat the salt of the palace[b] and it is not fitting for us to witness the king's dishonor, therefore we send and inform the king, 15 in order that search may be made in the book of the records of your fathers. You will find in the book of the records and learn that this city is a rebellious city, hurtful to kings and provinces, and that sedition was stirred up in it from of old. That was why this city was laid waste. 16 We make known to the king that if this city is rebuilt and its walls finished, you will then have no possession in the province Beyond the River.”

The King Orders the Work to Cease

17 The king sent an answer: “To Rehum the commander and Shimshai the scribe and the rest of their associates who live in Samaria and in the rest of the province Beyond the River, greeting. And now 18 the letter that you sent to us has been (Q)plainly read before me. 19 And I made a decree, and search has been made, and it has been found that this city from of old has risen against kings, and that rebellion and sedition have been made in it. 20 And mighty kings have been over Jerusalem, (R)who ruled over the whole province Beyond the River, to whom (S)tribute, custom, and toll were paid. 21 Therefore make a decree that these men be made to cease, and that this city be not rebuilt, until a decree is made by me. 22 And take care not to be slack in this matter. Why should damage grow to the hurt of the king?”

23 Then, when the copy of King Artaxerxes' letter was read before Rehum and Shimshai the scribe and their associates, they went in haste to the Jews at Jerusalem and by force and power made them cease. 24 Then the work on the house of God that is in Jerusalem stopped, and it ceased until the second year of the reign of Darius king of Persia.

Rebuilding Begins Anew

Now the prophets, (T)Haggai and (U)Zechariah the son of Iddo, prophesied to the Jews who were in Judah and Jerusalem, in the name of the God of Israel who was over them. (V)Then Zerubbabel the son of Shealtiel and (W)Jeshua the son of Jozadak arose and began to rebuild the house of God that is in Jerusalem, and the prophets of God were (X)with them, supporting them.

At the same time (Y)Tattenai the governor of the province Beyond the River and Shethar-bozenai and their associates came to them and spoke to them thus: (Z)“Who gave you a decree to build this house and to finish this structure?” They also asked them this:[c] “What are the names of the men who are building this building?” But (AA)the eye of their God was on the elders of the Jews, and they did not stop them until the report should reach Darius and then an answer be returned by letter concerning it.

Tattenai's Letter to King Darius

This is a copy of the letter that (AB)Tattenai the governor of the province Beyond the River and Shethar-bozenai and his associates, the (AC)governors who were in the province Beyond the River, sent to Darius the king. They sent him a report, in which was written as follows: “To Darius the king, all peace. Be it known to the king that we went to the province of Judah, to the house of the great God. It is being built with huge stones, and timber is laid in the walls. This work goes on diligently and prospers in their hands. Then we asked those elders and spoke to them thus: (AD)‘Who gave you a decree to build this house and to finish this structure?’ 10 We also asked them their names, for your information, that we might write down the names of their leaders.[d] 11 And this was their reply to us: ‘We are the servants of the God of heaven and earth, and we are rebuilding the house that was built many years ago, (AE)which a great king of Israel built and (AF)finished. 12 (AG)But because our fathers had angered the God of heaven, he (AH)gave them into the hand of Nebuchadnezzar king of Babylon, the Chaldean, who destroyed this house and carried away the people to Babylonia. 13 (AI)However, in the first year of Cyrus king of Babylon, Cyrus the king made a decree that this house of God should be rebuilt. 14 (AJ)And the gold and silver vessels of the house of God, which Nebuchadnezzar had taken out of the temple that was in Jerusalem and brought into the temple of Babylon, these Cyrus the king took out of the temple of Babylon, and they were delivered to one whose name was (AK)Sheshbazzar, whom he had made governor; 15 and he said to him, “Take these vessels, go and put them in the temple that is in Jerusalem, and let the house of God be rebuilt on its site.” 16 Then this (AL)Sheshbazzar came and (AM)laid the foundations of the house of God that is in Jerusalem, and from that time until now it has been in building, and it is (AN)not yet finished.’ 17 Therefore, if it seems good to the king, (AO)let search be made in the royal archives there in Babylon, to see whether a decree was issued by Cyrus the king for the rebuilding of this house of God in Jerusalem. And let the king send us his pleasure in this matter.”

Opposition to the Rebuilding

When the enemies of Judah and Benjamin heard that the exiles were building(A) a temple for the Lord, the God of Israel, they came to Zerubbabel and to the heads of the families and said, “Let us help you build because, like you, we seek your God and have been sacrificing to him since the time of Esarhaddon(B) king of Assyria, who brought us here.”(C)

But Zerubbabel, Joshua and the rest of the heads of the families of Israel answered, “You have no part with us in building a temple to our God. We alone will build it for the Lord, the God of Israel, as King Cyrus, the king of Persia, commanded us.”(D)

Then the peoples around them set out to discourage the people of Judah and make them afraid to go on building.[a](E) They bribed officials to work against them and frustrate their plans during the entire reign of Cyrus king of Persia and down to the reign of Darius king of Persia.

Later Opposition Under Xerxes and Artaxerxes

At the beginning of the reign of Xerxes,[b](F) they lodged an accusation against the people of Judah and Jerusalem.(G)

And in the days of Artaxerxes(H) king of Persia, Bishlam, Mithredath, Tabeel and the rest of his associates wrote a letter to Artaxerxes. The letter was written in Aramaic script and in the Aramaic(I) language.[c][d]

Rehum the commanding officer and Shimshai the secretary wrote a letter against Jerusalem to Artaxerxes the king as follows:

Rehum the commanding officer and Shimshai the secretary, together with the rest of their associates(J)—the judges, officials and administrators over the people from Persia, Uruk(K) and Babylon, the Elamites of Susa,(L) 10 and the other people whom the great and honorable Ashurbanipal(M) deported and settled in the city of Samaria and elsewhere in Trans-Euphrates.(N)

11 (This is a copy of the letter they sent him.)

To King Artaxerxes,

From your servants in Trans-Euphrates:

12 The king should know that the people who came up to us from you have gone to Jerusalem and are rebuilding that rebellious and wicked city. They are restoring the walls and repairing the foundations.(O)

13 Furthermore, the king should know that if this city is built and its walls are restored, no more taxes, tribute or duty(P) will be paid, and eventually the royal revenues will suffer.[e] 14 Now since we are under obligation to the palace and it is not proper for us to see the king dishonored, we are sending this message to inform the king, 15 so that a search may be made in the archives(Q) of your predecessors. In these records you will find that this city is a rebellious city, troublesome to kings and provinces, a place with a long history of sedition. That is why this city was destroyed.(R) 16 We inform the king that if this city is built and its walls are restored, you will be left with nothing in Trans-Euphrates.

17 The king sent this reply:

To Rehum the commanding officer, Shimshai the secretary and the rest of their associates living in Samaria and elsewhere in Trans-Euphrates:(S)

Greetings.

18 The letter you sent us has been read and translated in my presence. 19 I issued an order and a search was made, and it was found that this city has a long history of revolt(T) against kings and has been a place of rebellion and sedition. 20 Jerusalem has had powerful kings ruling over the whole of Trans-Euphrates,(U) and taxes, tribute and duty were paid to them. 21 Now issue an order to these men to stop work, so that this city will not be rebuilt until I so order. 22 Be careful not to neglect this matter. Why let this threat grow, to the detriment of the royal interests?(V)

23 As soon as the copy of the letter of King Artaxerxes was read to Rehum and Shimshai the secretary and their associates,(W) they went immediately to the Jews in Jerusalem and compelled them by force to stop.

24 Thus the work on the house of God in Jerusalem came to a standstill until the second year of the reign of Darius(X) king of Persia.

Tattenai’s Letter to Darius

Now Haggai(Y) the prophet and Zechariah(Z) the prophet, a descendant of Iddo, prophesied(AA) to the Jews in Judah and Jerusalem in the name of the God of Israel, who was over them. Then Zerubbabel(AB) son of Shealtiel and Joshua(AC) son of Jozadak set to work(AD) to rebuild the house of God in Jerusalem. And the prophets of God were with them, supporting them.

At that time Tattenai,(AE) governor of Trans-Euphrates, and Shethar-Bozenai(AF) and their associates went to them and asked, “Who authorized you to rebuild this temple and to finish it?”(AG) They[f] also asked, “What are the names of those who are constructing this building?” But the eye of their God(AH) was watching over the elders of the Jews, and they were not stopped until a report could go to Darius and his written reply be received.

This is a copy of the letter that Tattenai, governor of Trans-Euphrates, and Shethar-Bozenai and their associates, the officials of Trans-Euphrates, sent to King Darius. The report they sent him read as follows:

To King Darius:

Cordial greetings.

The king should know that we went to the district of Judah, to the temple of the great God. The people are building it with large stones and placing the timbers in the walls. The work(AI) is being carried on with diligence and is making rapid progress under their direction.

We questioned the elders and asked them, “Who authorized you to rebuild this temple and to finish it?”(AJ) 10 We also asked them their names, so that we could write down the names of their leaders for your information.

11 This is the answer they gave us:

“We are the servants of the God of heaven and earth, and we are rebuilding the temple(AK) that was built many years ago, one that a great king of Israel built and finished. 12 But because our ancestors angered(AL) the God of heaven, he gave them into the hands of Nebuchadnezzar the Chaldean, king of Babylon, who destroyed this temple and deported the people to Babylon.(AM)

13 “However, in the first year of Cyrus king of Babylon, King Cyrus issued a decree(AN) to rebuild this house of God. 14 He even removed from the temple[g] of Babylon the gold and silver articles of the house of God, which Nebuchadnezzar had taken from the temple in Jerusalem and brought to the temple[h] in Babylon.(AO) Then King Cyrus gave them to a man named Sheshbazzar,(AP) whom he had appointed governor, 15 and he told him, ‘Take these articles and go and deposit them in the temple in Jerusalem. And rebuild the house of God on its site.’

16 “So this Sheshbazzar came and laid the foundations of the house of God(AQ) in Jerusalem. From that day to the present it has been under construction but is not yet finished.”

17 Now if it pleases the king, let a search be made in the royal archives(AR) of Babylon to see if King Cyrus did in fact issue a decree to rebuild this house of God in Jerusalem. Then let the king send us his decision in this matter.
