16 At that time Menahem came from Tirzah and attacked Tiphsah. He struck down all who lived in the city and the surrounding territory, because they would not surrender.[a] He even ripped open the pregnant women.
Menahem’s Reign over Israel
17 In the thirty-ninth year of King Azariah’s reign over Judah, Menahem son of Gadi became king over Israel. He reigned for ten years in Samaria. 18 He did evil in the sight of[b] the Lord; he did not repudiate[c] the sinful ways of Jeroboam son of Nebat, who encouraged Israel to sin.[d]

The translation assumes this change.

16 At that time Menahem, starting out from Tirzah, attacked Tiphsah(A) and everyone in the city and its vicinity, because they refused to open(B) their gates. He sacked Tiphsah and ripped open all the pregnant women.

17 In the thirty-ninth year of Azariah king of Judah, Menahem son of Gadi became king of Israel, and he reigned in Samaria ten years. 18 He did evil(C) in the eyes of the Lord. During his entire reign he did not turn away from the sins of Jeroboam son of Nebat, which he had caused Israel to commit.
