Hamath and Arpad are confounded,
    for they have heard bad news;
they melt in fear; they are troubled like the sea^[a]
    that cannot be quiet.^(A)

³ Thus says the Lord:
For three transgressions of Damascus,
    and for four, I will not revoke the punishment,^[a]
because they have threshed Gilead
    with threshing sledges of iron.^(A)

The word of the Lord is against the land of Hadrach
    and will rest upon Damascus.
For to the Lord belongs the capital^[a] of Aram,^[b]
    as do all the tribes of Israel;
