Deuteronomy 1:16-17

16 “Then I charged your judges at that time, saying, ‘Hear the cases between your [a]fellow countrymen, and (A)judge righteously between a man and his [b]fellow countryman, or the alien who is with him. 17 (B)You shall not show partiality in judgment; you shall hear the small and the great alike. You shall (C)not fear [c]man, for the judgment is God’s. (D)The case that is too hard for you, you shall bring to me, and I will hear it.’

16 And I charged your judges at that time, “Hear the disputes between your people and judge(A) fairly,(B) whether the case is between two Israelites or between an Israelite and a foreigner residing among you.(C) 17 Do not show partiality(D) in judging; hear both small and great alike. Do not be afraid of anyone,(E) for judgment belongs to God. Bring me any case too hard for you, and I will hear it.”(F)
