Deuteronomy 15:3-5

3 You may collect something from a foreigner, but you must forgive whatever your brother owes you.
4 “There will be no poor among you, however, because the Lord is certain to bless you in the land the Lord your God is giving you to possess as an inheritance(A)— 5 if only you obey the Lord your God and are careful to follow every one of these commands I am giving you today.

Deuteronomy 15:3-5
New International Version
3 You may require payment from a foreigner,(A) but you must cancel any debt your fellow Israelite owes you. 4 However, there need be no poor people among you, for in the land the Lord your God is giving you to possess as your inheritance, he will richly bless(B) you, 5 if only you fully obey the Lord your God and are careful to follow(C) all these commands I am giving you today.
