Deuteronomy 15:3-5

3 With respect to the foreigner you may exact payment, but you must remit[a] what shall be owed to you with respect to your brother. 4 Nevertheless, there[b] shall not be among you a poor person, because Yahweh will certainly bless you in the land that Yahweh your God is giving to you as an inheritance, to take possession of it. 5 If only you listen well to the voice of Yahweh your God by observing diligently[c] all of these commandments[d] that I am commanding you today.[e]

New International Version
3 You may require payment from a foreigner,(A) but you must cancel any debt your fellow Israelite owes you. 4 However, there need be no poor people among you, for in the land the Lord your God is giving you to possess as your inheritance, he will richly bless(B) you, 5 if only you fully obey the Lord your God and are careful to follow(C) all these commands I am giving you today.
