Deuteronomy 19:11-13

11 However, if someone, hating a neighbor, lies in wait, attacks, and strikes the neighbor dead, and then flees to one of these cities, 12 the elders of the killer’s own city shall send and have the killer taken from there, to be handed over to the avenger of blood and slain. 13 Do not show pity, but purge from Israel the innocent blood, so that it may go well with you.(A)

New International Version
11 But if out of hate someone lies in wait, assaults and kills a neighbor,(A) and then flees to one of these cities, 12 the killer shall be sent for by the town elders, be brought back from the city, and be handed over to the avenger of blood to die. 13 Show no pity.(B) You must purge from Israel the guilt of shedding innocent blood,(C) so that it may go well with you.
