9 And it shall be, when the officers have made an end of speaking unto the people, that they shall appoint captains of hosts at the head of the people.
10 When thou drawest nigh unto a city to fight against it, then proclaim peace unto it. 11 And it shall be, if it make thee answer of peace, and open unto thee, then it shall be, that all the people that are found therein shall become [a]tributary unto thee, and shall serve thee.

10 When you march up to attack a city, make its people an offer of peace.(A) 11 If they accept and open their gates, all the people in it shall be subject(B) to forced labor(C) and shall work for you.
