Esther 9:30-32

30 Copies of this letter were sent to Jews in the 127 provinces of King Xerxes. In the letter they said:
We pray that all of you will live in peace and safety.
31 You and your descendants must always remember to celebrate Purim at the time and in the way that we have said. You must also follow the instructions that we have given you about mourning and going without eating.[a]
32 These laws about Purim are written by the authority of Queen Esther.

New International Version
30 And Mordecai sent letters to all the Jews in the 127 provinces(A) of Xerxes’ kingdom—words of goodwill and assurance— 31 to establish these days of Purim at their designated times, as Mordecai the Jew and Queen Esther had decreed for them, and as they had established for themselves and their descendants in regard to their times of fasting(B) and lamentation.(C) 32 Esther’s decree confirmed these regulations about Purim, and it was written down in the records.
