Exodus 18:25-27

²⁵ Moses chose ^(A)able men out of all Israel and made them heads over the people, leaders of thousands, ^[a]of hundreds, ^[b]of fifties, and ^[c]of tens. ²⁶ Then they judged the people at all times; ^(B)they would bring the difficult matter to Moses, but they would judge every minor matter themselves. ²⁷ Then Moses ^[d](C)said goodbye to his father-in-law, and ^[e]Jethro went his way to his own land.
