9 “and if they don’t accept you after these two signs, then take water from the Nile River and pour it upon the dry land, and it will turn to blood.”
10 But Moses pleaded, “O Lord, I’m just not a good speaker. I never have been, and I’m not now, even after you have spoken to me, for I have a speech impediment.”[a]
11 “Who makes mouths?” Jehovah asked him. “Isn’t it I, the Lord? Who makes a man so that he can speak or not speak, see or not see, hear or not hear?

9 But if they do not believe these two signs or listen to you, take some water from the Nile and pour it on the dry ground. The water you take from the river will become blood(A) on the ground.”
10 Moses said to the Lord, “Pardon your servant, Lord. I have never been eloquent, neither in the past nor since you have spoken to your servant. I am slow of speech and tongue.”(B)
11 The Lord said to him, “Who gave human beings their mouths? Who makes them deaf or mute?(C) Who gives them sight or makes them blind?(D) Is it not I, the Lord?
