23 As soon as this letter was read, Governor Rehum, Secretary Shimshai, and their advisors went to Jerusalem and forced everyone to stop rebuilding the city.
Work on the Temple Starts Again
24 (A) The Jews were forced to stop work on the temple and were not able to do any more building until the year after Darius became king of Persia.[a]

Ezra 4:23-24
New International Version
23 As soon as the copy of the letter of King Artaxerxes was read to Rehum and Shimshai the secretary and their associates,(A) they went immediately to the Jews in Jerusalem and compelled them by force to stop.
24 Thus the work on the house of God in Jerusalem came to a standstill until the second year of the reign of Darius(B) king of Persia.
