Galatians 4:23-25
New Revised Standard Version Updated Edition
23 One, the child of the enslaved woman, was born according to the flesh; the other, the child of the free woman, was born through the promise.(A) 24 Now this is an allegory: these women are two covenants. One woman, in fact, is Hagar, from Mount Sinai, bearing children for slavery. 25 Now Hagar is Mount Sinai in Arabia[a] and corresponds to the present Jerusalem, for she is in slavery with her children.

23 His son by the slave woman was born according to the flesh,(A) but his son by the free woman was born as the result of a divine promise.(B)
24 These things are being taken figuratively: The women represent two covenants. One covenant is from Mount Sinai and bears children who are to be slaves: This is Hagar. 25 Now Hagar stands for Mount Sinai in Arabia and corresponds to the present city of Jerusalem, because she is in slavery with her children.
