Hebrews 4:2-3
New King James Version
2 For indeed the gospel was preached to us as well as to them; but the word which they heard did not profit them, [a]not being mixed with faith in those who heard it. 3 For we who have believed do enter that rest, as He has said:
(A)“So I swore in My wrath,
‘They shall not enter My rest,’ ”
although the works were finished from the foundation of the world.

2 For indeed we have had good news preached to us, just as they also did; but (A)the word [a]they heard did not benefit them, because [b]they were not united with those who listened with faith. 3 For we who have believed enter that rest, just as He has said,
“(B)As I swore in My anger,
They certainly shall not enter My rest,”
although His works were finished (C)from the foundation of the world.

Hebrews 4:2-3
Amplified Bible
2 For indeed we have had the good news [of salvation] preached to us, just as the Israelites also [when the good news of the promised land came to them]; but the message they heard did not benefit them, because it was not united with faith [in God] by those who heard. 3 For we who believe [that is, we who personally trust and confidently rely on God] enter that rest [so we have His inner peace now because we are confident in our salvation, and assured of His power], just as He has said,
“As I swore [an oath] in My wrath,
They shall not enter My rest,”
[this He said] although His works were [a]completed from the foundation of the world [waiting for all who would believe].(A)

- Hebrews 4:3 God “rested” because everything that needed to be done was done—everything was complete, fully accomplished. In human terms this expression is used when a lawyer completes his presentation in a court of law; he “rests” his case—everything is in evidence, there is nothing left to present.
Hebrews 4:2-3
New International Version
2 For we also have had the good news proclaimed to us, just as they did; but the message they heard was of no value to them, because they did not share the faith of those who obeyed.[a](A) 3 Now we who have believed enter that rest, just as God has said,
And yet his works have been finished since the creation of the world.
