11 Like a flock of birds, they will come from Egypt—like doves flying from Assyria. And I will bring them home again; it is a promise from the Lord.”

    trembling like sparrows,
    from Assyria,(A) fluttering like doves.(B)
I will settle them in their homes,”(C)
    declares the Lord.

Israel’s Sin

12 Ephraim has surrounded me with lies,(D)
    Israel with deceit.
And Judah is unruly against God,
    even against the faithful(E) Holy One.[a](F)
