New American Standard Bible

23 I will (A)sow her for Myself in the land.
(B)I will also have compassion on [a]her who had not obtained compassion,
And (C)I will say to [b]those who were (D)not My people,
‘You are My people!’
And [c]they will say, ‘You are my God!’”
