²⁸ It is I who says of ^(A)Cyrus, ‘He is My shepherd!
And all My good pleasure he will complete.’
And saying of Jerusalem, ‘^(B)She will be built,’
And of the temple, ‘^[a]Your foundation will be laid.’”

45 Thus says Yahweh to ^(C)Cyrus His anointed,
Whom I have taken hold of by his right ^(D)hand,
To ^(E)subdue nations before him
And ^[b]to ^(F)loose the loins of kings,
To open doors before him so that gates will not be shut:

¹² It is I who ^(A)made the earth and created man upon it.
I ^(B)stretched out the heavens with My hands,
And I commanded ^(C)all their host.
¹³ I have awakened him in ^(D)righteousness,
And I will ^(E)make all his ways smooth;
He will ^(F)build My city and will ^(G)let My exiles go,
Without any payment or reward,” says Yahweh of hosts.
