Leviticus 16:7-9

7 And he shall take the two he goats, and present them before the Lord at the door of the Tabernacle of the Congregation.
8 Then Aaron shall cast lots over the two he goats: one lot for the Lord, and the other for the [a]Scapegoat.
9 And Aaron shall offer the goat, upon which the Lord’s lot shall fall, and make him a sin offering.

- Leviticus 16:8 In Hebrew it is called Azazel, which some say, is a mountain near Sinai, whither this goat was sent, but rather it is called the Scapegoat, because it was not offered, but sent into the desert, as verse 11.

New International Version
7 Then he is to take the two goats and present them before the Lord at the entrance to the tent of meeting. 8 He is to cast lots(A) for the two goats—one lot for the Lord and the other for the scapegoat.[a](B) 9 Aaron shall bring the goat whose lot falls to the Lord and sacrifice it for a sin offering.
