7 Then he shall bring the two goats before the Lord at the entrance of the Tabernacle, 8 and cast lots to determine which is the Lord’s and which is to be sent away.[a] 9 The goat allotted to the Lord shall then be sacrificed by Aaron as a sin offering.

Leviticus 16:7-9
New International Version
7 Then he is to take the two goats and present them before the Lord at the entrance to the tent of meeting. 8 He is to cast lots(A) for the two goats—one lot for the Lord and the other for the scapegoat.[a](B) 9 Aaron shall bring the goat whose lot falls to the Lord and sacrifice it for a sin offering.
