Aaron shall cast lots on the two goats—one lot for the Lord, the other lot for Azazel or removal.

And Aaron shall bring the goat on which the Lord’s lot fell and offer him as a sin offering.

10 But the goat on which the lot fell for Azazel or removal shall be presented alive before the Lord to make atonement over him, that he may be let go into the wilderness for Azazel (for dismissal).

He is to cast lots(A) for the two goats—one lot for the Lord and the other for the scapegoat.[a](B) Aaron shall bring the goat whose lot falls to the Lord and sacrifice it for a sin offering. 10 But the goat chosen by lot as the scapegoat shall be presented alive before the Lord to be used for making atonement(C) by sending it into the wilderness as a scapegoat.
