17 This was to fulfill what was declared by the prophet Isaiah when he said,

18 “Here is my Servant whom I have chosen,
    whom I love, and with whom I am pleased!
I will put my Spirit on him,
    and he will proclaim justice[a] to unbelievers.[b]
19 He will not quarrel or shout,
    and no one will hear him shouting[c] in the streets.
