¹⁴For lack of guidance a nation falls,^(A)
but victory is won through many advisers.^(B)

¹⁸^(A)Plans are established by counsel;
by ^(B)wise guidance ^(C)wage war.

¹⁸Plans are established by seeking advice;
so if you wage war, obtain guidance.^(A)
