Romans 13:1-2
Darby Translation
13 Let every soul be subject to the authorities that are above [him]. For there is no authority except from God; and those that exist are set up by God.
2 So that he that sets himself in opposition to the authority resists the ordinance of God; and they who [thus] resist shall bring sentence of guilt on themselves.

Submission to Governing Authorities
13 Let everyone be subject to the governing authorities,(A) for there is no authority except that which God has established.(B) The authorities that exist have been established by God. 2 Consequently, whoever rebels against the authority is rebelling against what God has instituted,(C) and those who do so will bring judgment on themselves.
