Romans 2:13-15
International Standard Version
13 For it is not merely those who hear the Law who are righteous in God’s sight. No, it is those who follow the Law, who will be justified. 14 For whenever gentiles, who do not possess the Law, do instinctively what the Law requires, they are a law to themselves, even though they do not have the Law. 15 They show that what the Law requires is written in their hearts, a fact to which their own consciences testify, and their thoughts will either accuse or excuse them

13 For it is not those who hear the law who are righteous in God’s sight, but it is those who obey(A) the law who will be declared righteous. 14 (Indeed, when Gentiles, who do not have the law, do by nature things required by the law,(B) they are a law for themselves, even though they do not have the law. 15 They show that the requirements of the law are written on their hearts, their consciences also bearing witness, and their thoughts sometimes accusing them and at other times even defending them.)
