Submit to Government

13 Let every soul be (A)subject to the governing authorities. For there is no authority except from God, and the authorities that exist are appointed by God. Therefore whoever resists (B)the authority resists the ordinance of God, and those who resist will [a]bring judgment on themselves. For rulers are not a terror to good works, but to evil. Do you want to be unafraid of the authority? (C)Do what is good, and you will have praise from the same. For he is God’s minister to you for good. But if you do evil, be afraid; for he does not bear the sword in vain; for he is God’s minister, an avenger to execute wrath on him who practices evil. Therefore (D)you must be subject, not only because of wrath (E)but also for conscience’ sake. For because of this you also pay taxes, for they are God’s ministers attending continually to this very thing. (F)Render therefore to all their due: taxes to whom taxes are due, customs to whom customs, fear to whom fear, honor to whom honor.

Love Your Neighbor(G)

Owe no one anything except to love one another, for (H)he who loves another has fulfilled the law. For the commandments, (I)“You shall not commit adultery,” “You shall not murder,” “You shall not steal,” [b]“You shall not bear false witness,” “You shall not covet,” and if there is any other commandment, are all summed up in this saying, namely, (J)“You shall love your neighbor as yourself.” 10 Love does no harm to a neighbor; therefore (K)love is the fulfillment of the law.

Put on Christ

11 And do this, knowing the time, that now it is high time (L)to awake out of sleep; for now our salvation is nearer than when we first believed. 12 The night is far spent, the day is at hand. (M)Therefore let us cast off the works of darkness, and (N)let us put on the armor of light. 13 (O)Let us walk [c]properly, as in the day, (P)not in revelry and drunkenness, (Q)not in lewdness and lust, (R)not in strife and envy. 14 But (S)put on the Lord Jesus Christ, and (T)make no provision for the flesh, to fulfill its lusts.

Be Subject to Government

13 Let every person be subject to the governing authorities. For there is no authority except from God [granted by His permission and sanction], and those which exist have been put in place by God.(A) Therefore whoever [a]resists [governmental] authority resists the ordinance of God. And those who have resisted it will bring judgment (civil penalty) on themselves. For [civil] authorities are not a source of fear for [people of] good behavior, but for [those who do] evil. Do you want to be unafraid of authority? Do what is good and you will receive approval and commendation. For he is God’s servant to you for good. But if you do wrong, [you should] be afraid; for he does not carry the [executioner’s] sword for nothing. He is God’s servant, an avenger who brings punishment on the wrongdoer. Therefore one must be subject [to civil authorities], not only to escape the punishment [that comes with wrongdoing], but also as a matter of principle [knowing what is right before God]. For this same reason you pay taxes, for civil authorities are God’s servants, devoting themselves to governance. Pay to all what is due: tax to whom tax is due, customs to whom customs, respect to whom respect, honor to whom honor.

[b]Owe nothing to anyone except to [c]love and seek the best for one another; for he who [unselfishly] loves his neighbor has fulfilled the [essence of the] law [relating to one’s fellowman].(B) The commandments, “You shall not commit adultery, you shall not murder, you shall not steal, you shall not covet,” and any other commandment are summed up in this statement: “You shall love your neighbor as yourself.”(C) 10 Love does no wrong to a neighbor [it never hurts anyone]. Therefore [unselfish] love is the fulfillment of the Law.

11 Do this, knowing that this is a critical time. It is already the hour for you to awaken from your sleep [of spiritual complacency]; for our salvation is nearer to us now than when we first believed [in Christ]. 12 The night [this present evil age] is almost gone and the day [of Christ’s return] is almost here. So let us fling away the works of darkness and put on the [full] armor of light. 13 Let us conduct ourselves properly and honorably as in the [light of] day, not in carousing and drunkenness, not in sexual promiscuity and irresponsibility, not in quarreling and jealousy. 14 But clothe yourselves with the Lord Jesus Christ, and make no provision for [nor even think about gratifying] the flesh in regard to its improper desires.

Submission to Governing Authorities

13 Let everyone be subject to the governing authorities,(A) for there is no authority except that which God has established.(B) The authorities that exist have been established by God. Consequently, whoever rebels against the authority is rebelling against what God has instituted,(C) and those who do so will bring judgment on themselves. For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended.(D) For the one in authority is God’s servant for your good. But if you do wrong, be afraid, for rulers do not bear the sword for no reason. They are God’s servants, agents of wrath to bring punishment on the wrongdoer.(E) Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also as a matter of conscience.(F)

This is also why you pay taxes,(G) for the authorities are God’s servants, who give their full time to governing. Give to everyone what you owe them: If you owe taxes, pay taxes;(H) if revenue, then revenue; if respect, then respect; if honor, then honor.

Love Fulfills the Law

Let no debt remain outstanding, except the continuing debt to love one another, for whoever loves others has fulfilled the law.(I) The commandments, “You shall not commit adultery,” “You shall not murder,” “You shall not steal,” “You shall not covet,”[a](J) and whatever other command there may be, are summed up(K) in this one command: “Love your neighbor as yourself.”[b](L) 10 Love does no harm to a neighbor. Therefore love is the fulfillment of the law.(M)

The Day Is Near

11 And do this, understanding the present time: The hour has already come(N) for you to wake up from your slumber,(O) because our salvation is nearer now than when we first believed. 12 The night is nearly over; the day is almost here.(P) So let us put aside the deeds of darkness(Q) and put on the armor(R) of light. 13 Let us behave decently, as in the daytime, not in carousing and drunkenness,(S) not in sexual immorality and debauchery, not in dissension and jealousy.(T) 14 Rather, clothe yourselves with the Lord Jesus Christ,(U) and do not think about how to gratify the desires of the flesh.[c](V)
