6:1–3 Ezekiel’s address to the mountains and hills of Jerusalem as if they were in sight has prompted some to suggest that for part of his ministry Ezekiel was in Israel instead of with the exiles in Babylon. However, though the hills and mountains of Israel were his metaphorical audience, the real audience was the exiles themselves. Compare Ezekiel’s prophecy regarding the people of Edom addressed to Mount Seir (ch. 35).
