66:15 fire . . . whirlwind. These depict lightning and storm clouds respectively (Deut. 33:26; Ps. 18:10; Jer. 4:13), common accompaniments of God’s appearance (10:17, 18; 29:6; Ezek. 32:6–8 note). Isaiah prayed for God to come in this way to bring judgment (64:1–3).
