So all [the men of] Israel went down to the Philistines, each to get his plowshare, pick, axe, or sickle sharpened.

Whenever the Israelites wanted to get an iron point put on a cattle prod, they had to go to the Philistines. Even if they wanted to sharpen plow-blades, picks, axes, sickles, and pitchforks they still had to go to them. And the Philistines charged high prices.
And all Israel went down to the Philistines, every man to get his ploughshare, and his hoe, and his axe, and his sickle sharpened,

Only the Philistines could sharpen iron tools. So if the Israelites needed to sharpen their plows, hoes, axes, or sickles, they had to go to the Philistines.
So the Israelites had to ask the Philistines to mend their ploughs, axes, hoes and knives that they used on their farms.
So all the Israelites had to go down to the Philistines to get their plowshares, mattocks, axes, and sickles sharpened.
But every one of the Israelites went down to the Philistines to sharpen his plowshare, his mattock, his axe, or his sickle,

So whenever the Israelites needed to sharpen their plowshares, discs, axes, or sickles, they had to take them to a Philistine blacksmith.
There wasn’t a blacksmith to be found anywhere in Israel. The Philistines made sure of that—“Lest those Hebrews start making swords and spears.” That meant that the Israelites had to go down among the Philistines to keep their farm tools—plowshares and mattocks, axes and sickles—sharp and in good repair. They charged a silver coin for the plowshares and mattocks, and half that for the rest. So when the battle of Micmash was joined, there wasn’t a sword or spear to be found anywhere in Israel—except for Saul and his son Jonathan; they were both well-armed.
So all the children of Israel went down to the Philistines, to sharpen every man his plow-point, his axe, his adze and his hoe.

That meant that the Israelites had to go to Philistine blacksmiths to have their farm implements and their axes sharpened.

Therefore all Israel went down to the Philistines, that each man should sharpen his share, and his pickax, and his ax, and his cutting hook; (And so all Israel needed to go down to the Philistines, where each man could sharpen his plowshare, and his pickax, and his ax, and his cutting hook;)
