Then get more soldiers, horses, and chariots, so your army will be as strong as it was before. We'll fight Israel's army on flat land and wipe them out. Benhadad agreed and did what they suggested.

And make up the number of soldiers that have been slain of thine, and horses according to the former horses, and chariots according to the chariots which thou hadst before: and we will fight against them in the plains, and thou shalt see that we shall overcome them. He believed their counsel and did so.
Let’s gather an army like the one that was destroyed. Gather as many men, horses, and chariots as before, and fight the Israelites on level ground. Then we will win.” Ben-Hadad followed their advice and did what they said.

If we do that, we will surely be stronger than them.’ Ben-Hadad agreed with them. He did what they had suggested.

Meanwhile the advisors to the king of Aram said, “Their god is a god of the mountains—we don’t stand a chance against them there. So let’s engage them on the plain where we’ll have the advantage. Here’s the strategy: Remove each sheik from his place of leadership and replace him with a seasoned officer. Then recruit a fighting force equivalent in size to the army that deserted earlier—horse for horse, chariot for chariot. And we’ll fight them on the plain—we’re sure to prove stronger than they are.” It sounded good to the king; he did what they advised.

We will battle on flat land, and we are sure to win because we will be stronger than they will be. Ben-hadad listened to his servants and did everything they said to do, dismissing the royal leaders and rebuilding the army.

and restore thou the number of knights, that felled of thine, and [the] horses after the former horses, and restore thou [the] chariots, by the chariots which thou haddest before; and we shall fight against them in [the] field places, and thou shalt see, that we shall get them.
