After this thing Jeroboam returned not from his evil way, but made again from the lowest of the people priests for the high places; whosoever would, he consecrated him, and he became one of the priests of the high places.

After this, Yarov‘am did not turn back from his evil way but continued appointing cohanim for the high places from among all the people; he consecrated anyone who wanted to be a cohen of the high places.
But Jeroboam kept on doing evil things. He appointed men to be priests at the local shrines, even if they were not Levites. In fact, anyone who wanted to be a priest could be one.
After this thing Jeroboam turned not from his evil way, but made again from all classes of the people priests of the high places: whosoever would, he consecrated him, and he became [one] of the priests of the high places.
After these words Jeroboam came not back from his wicked way: but on the contrary he made of the meanest of the people priests of the high places: whosoever would, he filled his hand, and he was made a priest of the high places.
King Jeroboam did not change. He continued doing evil. He continued to choose people from different tribes to serve as priests at the high places. Whoever wanted to be a priest was allowed to be one.
Even after this happened, Jeroboam did not stop doing evil things. He chose ordinary people to be priests for the altars on the hills. If somebody wanted to become a priest, Jeroboam agreed to make him a priest.
Even after this, Jeroboam did not turn from his evil way, but he continued to appoint all kinds of people as priests for the high places. He ordained anyone who wanted to be a priest for the high places.

After this happened, Jeroboam kept right on doing evil, recruiting priests for the forbidden shrines indiscriminately—anyone who wanted to could be a priest at one of the local shrines. This was the root sin of Jeroboam’s government. And it was this that ruined him. * * *
