Solomon did not force the Israelites to do his work. Instead, they were his soldiers, officers, army commanders, and cavalry troops. But he did make slaves of the Hittites, Amorites, Perizzites, Hivites, and Jebusites who were living in Israel. These were the descendants of those foreigners the Israelites did not destroy, and they remained Israel's slaves.

There were many people left in the land who were not Israelites. There were Hittites, Amorites, Perizzites, Hivites, and Jebusites. The Israelites had not been able to destroy them, but Solomon forced them to work for him as slaves. They are still slaves today.
The Israelites had not been able to destroy all of these people, so their descendants remained in the land. So Solomon made them do hard work as his slaves. They are still slaves of the Israelites today.

He began the practice that still continues of conscripting as slave laborers the Hittites, Amorites, Perizzites, Hivites, and Jebusites—the descendants of those nations that the Israelis had not completely wiped out.
The remnants from the original inhabitants of the land (Hittites, Amorites, Perizzites, Hivites, Jebusites—all non-Israelites), survivors of the holy wars, were rounded up by Solomon for his gangs of slave labor. The policy is in effect today. But true Israelites were not treated this way; they were used in his army and administration—government leaders and commanders of his chariots and charioteers. They were also the project managers responsible for Solomon’s building operations—250 in all in charge of the workforce.
