for the poor shall never cease out of the land. Therefore I command thee, saying: ‘Thou shalt open thine hand wide unto thy brother, to thy poor, and to thy needy in thy land.’
For the poor will never cease out of the land: therefore I command thee, saying, Thou shalt surely open thy hand unto thy brother, to thy needy, and to thy poor, in thy land.
For the poor will never cease to be in the land; therefore I command you, saying, ‘You shall freely open your hand to your brother, to your needy, and to your poor in your land.’

Poor persons will never disappear from the earth. That’s why I’m giving you this command: you must open your hand generously to your fellow Israelites, to the needy among you, and to the poor who live with you in your land.

There will always be some Israelites who are poor and needy. That's why I am commanding you to be generous with them.

There will always be poor people in the land. That is why I command you to be ready to help your brother or sister. Give to the poor in your land who need help.
There will always be some poor people among you in the land where you are going. So I command you to be generous to other Israelites who are poor. Help them with the things that they need.

There will always be some among you who are poor; that is why this commandment is necessary. You must lend to them liberally.
Give freely and spontaneously. Don’t have a stingy heart. The way you handle matters like this triggers God, your God’s, blessing in everything you do, all your work and ventures. There are always going to be poor and needy people among you. So I command you: Always be generous, open purse and hands, give to your neighbors in trouble, your poor and hurting neighbors.
For the poor will never cease from being in the land. Therefore, I command you, saying, “You shall open your hand wide to your brother, to your poor and needy in your land.”
