when a prophet speaketh in the name of the Lord, if the thing follow not nor come to pass, that is the thing which the Lord hath not spoken, but the prophet hath spoken it presumptuously; thou shalt not be afraid of him.

Here’s the answer: The prophet who speaks in the Lord’s name and the thing doesn’t happen or come about—that’s the word the Lord hasn’t spoken. That prophet spoke arrogantly. Don’t be afraid of him.
When a prophet speaks in the name of Adonai, and the prediction does not come true — that is, the word is not fulfilled — then Adonai did not speak that word. The prophet who said it spoke presumptuously; you have nothing to fear from him.
You will know, because if the Lord says something will happen, it will happen. And if it doesn't, you will know that the prophet was falsely claiming to speak for the Lord. Don't be afraid of any prophet whose message doesn't come from the Lord.

If a prophet says he is speaking for the Lord, but what he says does not happen, you will know that the Lord did not say it. You will know that this prophet was speaking his own ideas. You don’t need to be afraid of him.
A prophet may say that he speaks with my authority, and he may say what will happen. But if it does not happen, you will know that his message has not come from me. He has not spoken my message. That prophet has spoken his own ideas. So do not be afraid of him!

this is the way to know: If the thing he prophesies doesn’t happen, it is not the Lord who has given him the message; he has made it up himself. You have nothing to fear from him.
You may be wondering among yourselves, “How can we tell the difference, whether it was God who spoke or not?” Here’s how: If what the prophet spoke in God’s name doesn’t happen, then obviously God wasn’t behind it; the prophet made it up. Forget about him. * * *

Sometimes a prophet will announce something in the name of the Lord. And it won’t take place or come true. Then that’s a message the Lord hasn’t told him to speak. That prophet has dared to speak on his own authority. So don’t be afraid of what he says.
