Better is it that thou shouldest not vow, than that thou shouldest vow and not pay.

Better not to make a promise than to make a promise without fulfilling it.
Don’t let your words make you guilty, and don’t tell the temple official that you made the vow by mistake. Why give God reason to be angry at what you say and destroy what you have accomplished?
It's better not to make a promise at all than to make one and not keep it.

Give not thy mouth to cause thy flesh to sin: and say not before the angel: There is no providence: lest God be angry at thy words, and destroy all the works of thy hands.

When you tell God you’ll do something, do it—now. God takes no pleasure in foolish drivel. Vow it, then do it. Far better not to vow in the first place than to vow and not pay up.

Let not your utterances make you guilty, and say not before his representative, “It was a mistake.” Why should God be angered by your words and destroy the works of your hands?

Don’t let your mouth lead your flesh to sin, and don’t say before the messenger, “It was a mistake!” Why should God be angry at your voice and destroy the work of your hands?
In fact, it would be better not to make a vow in the first place than to make it and not fulfill it.

and it is much better to make not a vow, than after a vow to yield not the promises. (and it is much better to not make a vow, than to make a vow and then not yield the promises.)
