For because sentence is not speedily pronounced against the evil, the children of men commit evils without any fear.
Sometimes people are not immediately punished for the bad things they do. Their punishment is slow to come, and that makes other people want to do bad things too.
People who are guilty should receive their punishment quickly. If that does not happen, other people also want to do evil things.
When the sentence for a crime is not carried out quickly, people’s hearts are emboldened to do evil.
Because the sentence against an evil deed is not executed speedily, the heart of the children of man is fully set to do evil.

Forsooth for the sentence is not brought forth soon against evil men, the sons of men do evils without any dread. (But because the punishment is not brought forth quickly against evil people, the sons and daughters of men do evil without any fear.)
