If thou seest the oppression of the poor, and violent perverting of judgment and justice in a province, marvel not at the matter; for he that is higher than the highest regardeth, and there are higher than they.
If thou seest the oppression of the poor, and the violent taking away of justice and righteousness in a province, marvel not at the matter: for one higher than the high regardeth; and there are higher than they.
If you see the oppression of the poor and the denial of justice and righteousness in the province, do not be shocked at the sight [of corruption]; for a higher official watches over another official, and there are higher ones over them [looking out for one another].
If you see the oppression of the poor and the violent taking away of justice and righteousness in the state or province, do not marvel at the matter. [Be sure that there are those who will attend to it] for a higher [official] than the high is observing, and higher ones are over them.

If you see oppression of the poor and perversion of justice and righteousness in the province, don’t be astonished at the situation, because one official protects another official, and higher officials protect them.
If you witness the poor being oppressed or the violation of what is just and right in some territory, don’t be surprised because a high official watches over another, and yet others stand over them.
But the greatest advantage to the country is when the king makes himself a servant to the land.
Don't be surprised if the poor of your country are abused, and injustice takes the place of justice. After all, the lower officials must do what the higher ones order them to do.

Moreover there is the king that reigneth over all the land subject to him.
In some country you will see poor people who are forced to work very hard. You will see that this is not fair to them. It is against their rights. But don’t be surprised! The ruler who forces them to work has another ruler who forces him. And there is still another ruler who forces both of these rulers.
You may see a place where poor people are suffering. Powerful people may be hurting them. Do not be surprised if you see that. The judges may not be doing what is right and fair. That happens because the government's officers have to obey people who are more important than them.
If you see the poor being oppressed, and you see the province being robbed of justice and fairness, do not be shocked about the situation, because one high official is watched by a higher one, and higher ones are over them!

And the abundance of the earth is over all: the king also consisteth by the field that is tilled.
Don’t be surprised if you see poor people being oppressed, denied justice, or denied their rights in any district. One authority is watching over another, and they both have authorities watching over them.

If you see some poor man being oppressed by the rich, with miscarriage of justice anywhere throughout the land, don’t be surprised! For every official is under orders from higher up, and the higher officials look up to their superiors. And so the matter is lost in red tape and bureaucracy.
Don’t be too upset when you see the poor kicked around, and justice and right violated all over the place. Exploitation filters down from one petty official to another. There’s no end to it, and nothing can be done about it. But the good earth doesn’t cheat anyone—even a bad king is honestly served by a field.
