being only (with meats and drinks and divers washings) carnal ordinances, imposed until a time of reformation.
For they [the gifts, sacrifices, and ceremonies] deal only with [clean and unclean] food and drink and various ritual washings, [mere] external regulations for the body imposed [to help the worshipers] until the time of reformation [that is, the time of the new order when Christ will establish the reality of what these things foreshadow—a better covenant].
For [the ceremonies] deal only with clean and unclean meats and drinks and different washings, [mere] external rules and regulations for the body imposed to tide the worshipers over until the time of setting things straight [of reformation, of the complete new order when Christ, the Messiah, shall establish the reality of what these things foreshadow—a better covenant].

These are superficial regulations that are only about food, drink, and various ritual ways to wash with water. They are regulations that have been imposed until the time of the new order.
For they involve only food and drink and various ceremonial washings — regulations concerning the outward life, imposed until the time for God to reshape the whole structure.
These rules are merely about such things as eating and drinking and ceremonies for washing ourselves. And rules about physical things will last only until the time comes to change them for something better.

These gifts and sacrifices are only about food and drink and special washings. They are only rules about the body. God gave them for his people to follow until the time of his new way.
The old rules taught people about different kinds of food and drink. They taught about how people should wash in special ways. Those rules were about people's bodies. They had authority only until the time when God would make things new and better.

By these things the Holy Spirit means us to understand that the way to the holy of holies was not yet open, that is, so long as the first tent and all that it stands for still exist. For in this outer tent we see a picture of the present time, in which both gifts and sacrifices are offered and yet are incapable of cleansing the soul of the worshipper. The ceremonies are concerned with food and drink, various washings and rules for bodily conduct, and were only intended to be valid until the time when Christ should establish the truth.

concerning instead only food and drink and different washings, regulations of outward things imposed until the time of setting things right.
For the old system dealt only with certain rituals—what foods to eat and drink, rules for washing themselves, and rules about this and that. The people had to keep these rules to tide them over until Christ came with God’s new and better way.
After this was set up, the priests went about their duties in the large tent. Only the high priest entered the smaller, inside tent, and then only once a year, offering a blood sacrifice for his own sins and the people’s accumulated sins. This was the Holy Spirit’s way of showing with a visible parable that as long as the large tent stands, people can’t just walk in on God. Under this system, the gifts and sacrifices can’t really get to the heart of the matter, can’t assuage the conscience of the people, but are limited to matters of ritual and behavior. It’s essentially a temporary arrangement until a complete overhaul could be made.
