There was a large crowd outside praying at the time the incense was offered.
While Zechariah was burning incense in the special room, many men were outside in the yard. They were praying to God.

The story begins in the days when Herod was king of Judea with a priest called Zacharias, whose wife Elisabeth was, like him, a descendant of Aaron. They were both truly religious people, blamelessly observing all God’s commandments and requirements. They were childless through Elisabeth’s infertility, and both of them were getting on in years. One day, while Zacharias was performing his priestly functions (it was the turn of his division to be on duty), it fell to him to go into the sanctuary and burn the incense. The crowded congregation outside was praying at the actual time of the incense-burning, when an angel of the Lord appeared on the right side of the incense-altar. When Zacharias saw him, he was terribly agitated and a sense of awe swept over him. But the angel spoke to him, “Do not be afraid, Zacharias; your prayers have been heard. Elisabeth your wife will bear you a son, and you are to call him John. This will be joy and delight to you and many more will be glad because he is born. He will be one of God’s great men; he will touch neither wine nor strong drink and he will be filled with the Holy Spirit from the moment of his birth. He will turn many of Israel’s children to the Lord their God. He will go out before God in the spirit and power of Elijah—to reconcile fathers and children, and bring back the disobedient to the wisdom of good men—and he will make a people fully ready for their Lord.”

Meanwhile, a great crowd stood outside in the Temple court, praying as they always did during that part of the service when the incense was being burned.
It so happened that as Zachariah was carrying out his priestly duties before God, working the shift assigned to his regiment, it came his one turn in life to enter the sanctuary of God and burn incense. The congregation was gathered and praying outside the Temple at the hour of the incense offering. Unannounced, an angel of God appeared just to the right of the altar of incense. Zachariah was paralyzed in fear.

At the hour of the offering of incense, all the people were outside, praying.
There were a great many people outside praying at the time the incense was offered.

The time came for this to be done. All who had gathered to worship were praying outside.
And when the time for the burning of incense came, all the assembled worshipers were praying outside.
And when the time for the burning of incense came, all the assembled worshippers were praying outside.
And the whole multitude of the people was praying outside at the hour of incense.
Many people stood outside praying during the time the special perfume was burning.
While the incense was being burned, a great crowd stood outside, praying.
and the whole host of the people were outside in prayer while the incense was a-burning.
Now at the time of the incense-offering, the whole assembly of the people was praying outside.

The people were praying outside in a large crowd, at the time of the incense-offering.
And when the hour of the offering of the ketoret came, all the multitude were davening outside. [VAYIKRA 16:17]
