So all these men got together and made plans against Jerusalem. They planned to stir up trouble against Jerusalem. They planned to come and fight against the city.
They met together to decide what they should do. They decided to attack Jerusalem so that there would be trouble.
So all of them conspired to come to attack Jerusalem and to throw it into confusion.
And they all plotted together to come and fight against Jerusalem and to cause confusion in it.
And they all plotted together to come and fight against Jerusalem and to cause confusion in it.
So they all made plans to come to Jerusalem and fight and ·stir up trouble [cause confusion/a disturbance].
And conspired all together to come and to fight against Jerusalem, and to hinder them.

They plotted to lead an army against Jerusalem to bring about riots and confusion.
When Sanballat, Tobiah, the Arabs, the Ammonites, and the Ashdodites heard that the repairs of the walls of Jerusalem were going so well—that the breaks in the wall were being fixed—they were absolutely furious. They put their heads together and decided to fight against Jerusalem and create as much trouble as they could. We countered with prayer to our God and set a round-the-clock guard against them.
So they all conspired together to fight against Jerusalem in order to cause it chaos.
All of them plotted to attack Jerusalem to create confusion.
I made an inspection, then addressed these words to the nobles, the magistrates, and the rest of the people: “Do not fear them! Keep in mind the Lord, who is great and to be feared, and fight for your kindred, your sons and daughters, your wives and your homes.”
So all of them conspired together to come to fight against Jerusalem and to cause confusion in it.

After I made a thorough inspection, I addressed the nobles, the officials, and the rest of the people, saying: “Have no fear of them! Remember the Lord, who is great and awe-inspiring, and fight for your brothers, your sons, your daughters, your wives, and your homes.”

When I looked things over, I rose up and said to the nobles, the rulers and the rest of the people, “Do not be afraid of them. Remember the great and awesome Lord, and fight on behalf of your brothers, your sons, your daughters, your wives, and your homes.”
In fact, they were so upset they devised a plot to attack Jerusalem and create confusion.
and they all conspired together to come and fight against Jerusalem, and to cause confusion among us.
And they all were gathered together to come and fight against Jerusalem, and to cast treasons against it.
and they conspire, all of them together, to come in to fight against Jerusalem, and to do to it injury.
