So pay everyone what you owe them. Pay the taxes you owe, pay the duties you are charged, give respect to those you should respect, and honor those you should honor.

Give-back to all authorities the things owed— the tribute to the one owed the tribute, the tax to the one owed the tax, the fear to the one owed the fear, the honor to the one owed the honor.

Give everyone what you owe them. If you owe them any kind of tax, then pay it. Show respect to those you should respect. And show honor to those you should honor.
So you must give to each person what you ought to give them. Pay taxes to the people who receive taxes. Do that for every kind of tax. Respect those people that you should respect. Praise people that you should praise.

You should, therefore, obey the authorities, not simply because it is the safest, but because it is the right thing to do. It is right, too, for you to pay taxes for the civil authorities are appointed by God for the good purposes of public order and well-being. Give everyone his legitimate due, whether it be rates, or taxes, or reverence, or respect!
